There is a Pretty Printer program as a part of JRefactory that inserts JavaDoc into source files. It also formats the code according to the coding standard you choose. Take a look at http://jrefactory.sourceforge.net/cspretty.html for more details. It is free and simple to use.
It can be integrated into many development tools. It is not available as Ant tasks, but can be run from Ant using the java task.
